Academic Session of University Presidents, Rectors and Vice-Chancellors at the Second Russian-African Raw Materials Dialogue 2026

Strengthening Russia–Africa collaboration in higher education, research, mining engineering and technological innovation

The Second Russian-African Raw Materials Dialogue, held from 12 to 16 October 2026 in Saint Petersburg, Russia, brought together international stakeholders to advance cooperation in mineral resource development, mining engineering, scientific research and higher education.

Supported by the Ministry of Foreign Affairs of the Russian Federation and the UNESCO International Competence Centre for Mining Engineering Education, the event attracted more than 500 participants, including delegates from over 40 African countries. The gathering provided an important platform for dialogue, knowledge exchange and the development of strategic partnerships between Russia and African nations.

Academic Leaders at the Centre of International Cooperation

A key component of the dialogue was the Academic Session of University Presidents, Rectors and Vice-Chancellors, which highlighted the role of higher education institutions in advancing scientific cooperation, strengthening institutional partnerships and developing the skilled workforce required for Africa’s economic transformation.

University leaders play a critical role in connecting education with industry, research and national development priorities. Through international academic engagement, institutions can explore opportunities for collaborative research, academic mobility, specialised training and the development of programmes aligned with emerging technological and industrial needs.

Strengthening Mining Engineering and Technical Education

Mineral resources remain important to the economic development of many African countries. However, realising their full potential requires investment in human capital, modern technologies, research infrastructure and specialised technical expertise.

The Russian-African Raw Materials Dialogue provides a platform for discussing how universities and industry stakeholders can work together to strengthen mining engineering education, improve technical skills and encourage innovation across the mineral resources value chain.

Areas of potential cooperation include joint research initiatives, student and faculty exchanges, professional development, scientific collaboration and the sharing of advanced mining technologies.

These partnerships can contribute to preparing graduates and professionals to address challenges in mineral exploration, extraction, processing, environmental management and sustainable resource utilisation.

Building Research Partnerships and Innovation

The participation of academic leaders in the dialogue underscores the importance of research and innovation in driving sustainable development.

Collaboration between Russian and African universities can support the exchange of scientific knowledge, strengthen research capacity and encourage the development of practical solutions to challenges facing the mining and engineering sectors.

Such cooperation can also create opportunities for universities to engage more closely with industry, ensuring that academic programmes respond to labour-market demands and contribute to technological advancement.

Advancing Africa’s Economic Transformation

For African countries, effective management of natural resources is closely linked to industrialisation, employment creation, economic diversification and long-term economic sovereignty.

Developing local expertise and strengthening technical education are essential to ensuring that mineral wealth generates lasting value for national economies and local communities.

The dialogue’s emphasis on international cooperation, skills development and technological innovation reflects the importance of investing in people and institutions alongside natural resources.

Strengthening Russia–Africa Higher Education Relations

With more than 500 participants and representation from over 40 African countries, the Second Russian-African Raw Materials Dialogue demonstrated the importance of international platforms in bringing together policymakers, academic institutions and industry stakeholders around shared development priorities.

The Academic Session of University Presidents, Rectors and Vice-Chancellors offered an opportunity to advance discussions on institutional cooperation and explore pathways for stronger educational and research partnerships between Russia and Africa.

As higher education continues to shape the future of science, technology and industry, such engagements can help establish a foundation for sustainable collaboration and knowledge exchange across continents.

Looking Ahead

The Second Russian-African Raw Materials Dialogue 2026 reaffirmed the strategic importance of cooperation in mineral resources, engineering education, research and technological development.

By bringing together academic leaders and other stakeholders, the dialogue highlighted the contribution that universities can make towards building skilled workforces, advancing innovation and supporting sustainable economic growth.

Through education, research and strategic partnerships, Russia and Africa can work towards transforming natural resource potential into sustainable development opportunities for future generations.
